What Warren has is a small apartment complex that's import friendly with pretty cheap rent. The mayor & Mila had helped him invest in a property management business, so that's how he got that (and it's definitely known about)!
So if you want to say that he ran into Feferi, that's totally cool. Warren's very easy to see/track down/find an it's a super small town so it's doable :D
